Transmission deadlines
The deadlines for filing entry summary declarations are set according to the mode of transport and the type of goods.
Maritime transport:
- containerized cargo: 24 hours before loading at the departure port
- bulk cargo: 4 hours before arrival in the European Union
- short-distance maritime transport or transport period of less than 24 hours (between a territory located outside the EU and the OD): 2 hours before arrival at the first port
Air transport:
- short haul flights: at the latest when the aircraft actually takes off
- long haul flights: at least four hours before arrival in the European Union
Rail or inland waterway transport:
- at least 2 hours before arrival at the port of entry in the European Union
Road transport:
- one hour before arrival at the port of entry in the European Union
Import Control System (ICS) is a part of the e-Customs community programme. It was implemented by regulations (EC) 648/2005 and 1875/2006 as part of SAFE standards recommended by the World Customs Organization to secure the flow of international trade imports.
Import Control System is the electronic management system for security declarations when goods are imported into European territory, and has been compulsory since January 1, 2011.
Operators should transmit an EDI (Electronic Data Interchange) message with the entry summary declaration (ENS) of the cargo to the customs office of the first point of entry in the European Union.
This message should be transmitted in advance: before the arrival of goods and in certain cases even before loading operations have started.
The party responsible for filing the declaration
In principle, it is the transporter or his representative, the importer or his representative, or any person who is able to present or have the goods presented.
